Too many FEMA Inspectors have died or have been injured while doing their work. PAFI is addressing safety seriously with the help of OSHA. We would like to thank all OSHA workers in their assistance to PAFI in protecting your health and safety. ![]() 5/12/2007 , I ask you to act on the information contained in this email. Please notify the FEMA Director of what is going on in regards to the Parsons Brinckerhoff Contract and the peril and danger that the Contract/Employee FEMA Inspectors are being placed in . I Believe there has already been a fatality because of this. His Name was Floyd Comish. How many others will suffer the same fate because of the OSHA safety issues not being adhered too. A recording is attached of Parsons Brinckerhoff Manager Bob Kramer expressly stating that FEMA Inspectors are not to wear safety masks and were prohibited to do so while working doing 911 FEMA inspections. Bob Kramer also states that this is a FEMA Directive. Inspector’s lives and safety are at stake NOW! They may be injured or die because of Parsons Brinckerhoff and FEMA not acting in accordance with the rules of OSHA and common sense. I am begging you that you do the right thing. Also included here is a complaint to the labor Department in the regard to CFRs not being followed. Please HELP so that PEOPLE DO NOT DIE OR BECOME INJURED Thank you, Chad Beckwith Smith President of The Professional Association of FEMA Inspectors PROFESSIONAL ASSOICIATION OF FEMA INSPECTORS Subject: Formal OSHA Complaint on Parsons Brinckerhoff May 12, 2007 Dear OSHA Director Safety & Health Compliance Officer: I request an immediate OSHA investigation because at this moment the life, health, and safety of FEMA Inspectors working in Kiowa County, Kansas are in danger. I Chad Beckwith Smith am the President of The Professional Association of FEMA Inspectors (PAFI) and am representing FEMA Inspectors presently working in the State of Kansas in the following Counties: Kiowa County. Note: The term Parsons Brinckerhoff is abbreviated below as PB. Complaint Formal 1. Safety Breathing Masks. • Parsons Brinckerhoff has issued a standing order prohibiting all FEMA Inspectors from wearing breathing safety masks well they are performing their inspections in flooded basements with raw human sewage present. The Inspections are presently taking place are in New Jersey due to Flooding (FEMA disaster number DR 1694). PB does not supply training or a safety manual on the proper way to protect the FEMA Inspector. PB dose not issue gloves, masks, boots, helmets or antiseptic for the inspection to take place safely. • OSHA Mobile Alabama is now investigating a complaint in this regards due to PB’s order not to not wear masks and this has resulted allegedly in a fatality and injury due to Parsons Brinckerhoff’s standing order to the FEMA Inspectors. 2. Inspection of Tornado damaged Home Electric system while standing in water • PB has not supplied any manuals or training nor issued safety boots, insulated gloves, safety helmets nor tools to safely inspect live electric outlets, sump pumps, main panel , circuit breakers, electric switches while standing in a flooded basement as required by their job. Further the FEMA Inspectors are also required to inspect all essentials appliances while standing in a flooded basement. Those appliances include washer, dryer, hot water heater, oil-electric-gas-wood furnace heaters, de-humidifiers, air conditioners, televisions and radios found in the flooded basement. • No Safety equipment what so ever is issued to the FEMA Inspectors while doing an inspection on site. • Inspectors are being required to photograph the front, rear, and sides of all structures. They are required to climb over tornado debris without any safety equipment or safety shoes in order to perform this task. If the exterior photo’s reveal that any of the structure is left standing, the inspector is required to enter the building and take an interior photo. No exceptions are being made for red tagged structures or structures that are obviously structurally unstable. The standing order is that if any of the structure is left standing an interior photo is required in order to complete the inspection. According to PB Photo Review, inspections will not be accepted by FEMA unless a interior photo is included with the inspection. • In regards to the New Jersey Complaint, PB can send to OSHA the photo’s of the structures taken by inspectors. The photos will show dangerous basement conditions. OSHA can phone interview the NJ inspectors regarding the dangerous conditions. Please respect the PB Inspectors by keeping their names anonymous because of course... any inspector who was to directly report unsafe conditions to OSHA would never work again. Hence they are in fear of losing their jobs. In short the way the inspection process is set up there is no avenue that exists in which the inspector can complete the inspection and get paid if the inspector encounters a dangerous condition during the inspection. OSHA please ask PB what procedure they have in place if the inspector feels its dangerous to complete the inspection. We are talking about red tagged buildings. In many disasters building inspectors are overwhelmed and cannot inspect all structures. The PB training guide specifically states that inspectors must test all flood damaged appliances. You are asking an untrained inspector to plug in a flood damaged appliance and turn it on to see if it is shorted out. This testing process is inherently dangerous by itself. The testing of flooded appliances should only be done by trained service people. Clearly an electrocution and fire hazard is presented with this type of policy Parsons Brinckerhoff with the cooperation of FEMA has designed a scheme to openly circumvent the OSHA laws and protections of workers. I implore you to act on this as fast as possible before we have any more alleged fatalities or injuries due to the dubious behavior of this companies policies. With Parsons Brinckerhoff winning a contract for $750,000,000 from the Federal Government as listed below... surely they have funds to equip their workers with safety equipment. Time is of the essences and I ask that you act immediately. Further Note: PB attempts circumvent OSHA workers protections by calling their FEMA Inspectors sub/contractors even though there has been an IRS SS-8 determination stating that the FEMA Inspectors are in fact in an employee/Employer relationship. In order to answer your question I have divided it in to three parts in order to assist you in gathering evidence at the locations as to what has transpired in regard to breeches of OHSA safety and health regulations. The three parts are PAST, PRESENT and FUTURE. PAST or Forensic investigation • The locations of all work sites are recorded on the FEMA Inspection reports along with digital photographs of the interior and exterior at the time the actual inspection took place. • All pertinent data on the condition of the Dwelling is recorded. • The information on weather there was raw sewage or flood water at the site is recorded and also the measured high water or sewer mark is on the inspection report. The name of the PB/FEMA inspector that was actually doing the inspection will be also recorded on the Inspection Report . • The name and address of the applicant and all insurance data for sewer back up is also on the Inspection report. Further to this there usually is a report made by an insurance adjuster of the condition of the site from the Insurance Company listed on the report in the event of sewer back up.. • From the digital photographs in the FEMA inspection report you may ascertain the flooded/raw sewage condition of the basement and the dangerous method of FEMA Inspectors standing in basement and inspecting the complete electric system of the Dwelling and all appliances with out safety mask, insulated boots , gloves or tools. • All FEMA Inspections reports are computer generated so it should be very easy to get this information from FEMA. In fact because they are computer generated they may be sorted for you according to what report has sewer back up as a cause of damage or has electric appliances or parts of the home electric system that has been damaged. • The FEMA contract Officer listed below may be contacted to assist you in obtaining the inspection reports. Her name is Helen Housand. If for some reason you can not get a hold of her you may have to contact FEMA Director Paulson. In any case I have the FEMA phone book in this email for you. Present • FEMA inspections are now ongoing and will continue for a month or so. By contacting FEMA or Parsons Brinkerhoff directly they should assist you in the location of the active inspections being done. Future • FEMA mandates that 10% of all FEMA Inspections to be QC by having a follow up inspection. Many times a Direct FEMA employee rides along with the Parsons Brinkerhoff QC inspector. It would be good if they also are provided with safety equipment if they are in fact not. You may be able to do your on site location inspection if you coordinate with them. The Manager for Parsons Brinkerhoff is Hugh Ingles he may be helpful in setting up this site inspection for you. Future • You may want to call the applicant and ask to do a OSHA inspection of the home from the list that FEMA supplies you with. Further note: I have included the evidence here where Parsons Brinkerhoff Manager Bob Kramer taped conversation states that the policy for FEMA inspectors is not to wear safety masks. He states that the PB/FEMA inspectors were not allowed to wear safety masks during 911. This maybe of interest to anyone in your region that is helping the PB/FEMA inspectors that are ill, due to the 911 terrorist attack inspections. It is interesting to note that Floyd the Parsons Brinkerhoff FEMA Inspector that died allegedly from being ordered to not wear a safety mask from the PB Broadcast and then allegedly died of bacterial infections is supporting the evidence of the cause of his death from his own inspection reports. OSHA of Mobile Alabama is investigating this and I hope he receives from FEMA all of Floyd’s inspection reports. Who knows with his inspections reports they may possibly find the location of the pathogens that killed him. If there is anyway I can help further please feel free to ask.
